The Institutional Division 8 Takeoff: What Owner Standards Ask That a Project Spec Doesn’t

You budgeted three days for the hundred page healthcare schedule. Nobody budgeted for the campus standard that runs thirteen pages, names no doors, and expects you to write the hardware sets yourself.
An institutional Division 8 takeoff is harder than a commercial one, and not for the reason most estimators are given. Institutional work is assumed to mean enormous hardware schedules, and on healthcare that can be true. But Cornell’s published Section 087100 runs 30 pages and Michigan State’s runs 13, and both are harder to price than the 25 page project specification compared against them below.
A project specification is written against a building, so it knows the doors. An owner standard is written against a campus, in advance, for every project that will ever happen there. It cannot know your doors, so it doesn’t try, and everything it declines to do lands on the bidder.
Three published Section 087100 specifications make the difference concrete. Cornell University’s Design and Construction Standards, Michigan State University’s Construction Standards, and the City of Santa Fe’s specification for Fire Station No. 2 are all public documents, and all three are examined at greater length in The Division 8 Estimator’s Guide. Every count in this article was verified against the source documents on August 26, 2026.
Institutional planning is running well ahead of institutional starts
Institutional work is entering planning faster than it is breaking ground, and planning is the stage where takeoffs happen.
Dodge Construction Network’s Momentum Index, which tracks nonresidential buildings entering the planning phase, rose 6.9% in July 2026 to 291.7, with institutional planning up 13.1% for the month against commercial’s 4.1%, and up 7.6% year over year.
That number alone would be misleading, so here is the one beside it. Dodge’s most recent starts data runs the other way, with institutional starts down 3.5% year to date while commercial starts are up 44.2%. Both readings are accurate and they measure different points in the same cycle. Projects enter planning long before anyone breaks ground, and some of them never do.
For an estimator the planning number is the operative one, because a project entering planning is a project that gets bid, and the starts number is the honest caveat: more of this work is being priced than built. Hospitals, schools, campus buildings and public safety facilities carry high opening counts and heavy hardware, so a rise in institutional planning is a rise in Division 8 takeoff volume specifically, competing for the same review hours you already have.
What actually changes on an institutional Division 8 takeoff
The hardware set stops being something you extract and becomes something you author, and the further an owner standard goes in that direction, the more unpaid design work sits in front of your price.
On a project specification the hardware sets exist and doors are assigned to them, so your job is reconciliation: check the schedule against the plans, check the sets against the spec, resolve what disagrees. That is the ordinary Division 8 takeoff most estimators picture, and it is demanding enough.
An owner standard removes the assignment step and sometimes the sets themselves, because the document was written before your building existed. Two qualified bidders reading the same campus standard produce different set counts, different bundles and different scope boundaries, and neither has misread anything. That is the same mechanism that widens a spread on incomplete drawings, arriving from the specification side instead of the drawing side.
Cornell publishes 23 hardware sets and not one finish
Cornell’s standard keeps door level bundling and strips out the product detail, which leaves roughly a quarter of the schedule impossible to price as written.
The Section 087100 in Cornell’s Design and Construction Standards runs 30 pages and carries 23 hardware set headers, numbered 1.0 through 22.0 with an 18.0A inserted on page 28, across 186 line items. Article 2.19.A states that “Designations used in the Hardware Sets and elsewhere indicate hardware finishes complying with ANSI/BHMA A156.18, including coordination with traditional U.S. finishes indicated by certain manufacturers for their products.”
There are no finish designations in the document. Not one U.S. code, not one BHMA numeric, across 17 kick plate lines, 11 mechanical lock lines, 8 exit device lines and 17 closer lines. The clause points at content the specification does not contain.
The standard hinge lines don’t name a product either. Every one reads “As Required” against a manufacturer code, with only the quantity moving, and only the electrified hinge lines in three sets carry an actual model number. A standard weight plain bearing hinge and a heavy weight ball bearing hinge with non removable pins are different unit costs on every opening in the building, and the schedule declines to choose between them.
Add six proximity reader lines whose entire product description reads “Multi-class get model number for each opening from Cornell Police Access Control Program (607-255-4393),” plus eight power supply lines specifying neither amperage nor voltage nor board count, and roughly a quarter of the 186 line items carry nothing you can price from the page.
Cornell says as much itself, and this is the part that matters more than any of the counts. Article 3.08.A states that the hardware sets “represent the design intent and direction of the owner and architect,” and then: “They are a guideline only and should not be considered a detailed hardware schedule.” The document is telling you, in its own words, that it is not the thing a project specification would be. Read the counts above with that sentence in front of them and they stop being errors. They’re the visible shape of a campus standard doing what a campus standard does.
Smaller traps show up on a careful read. Set 12.0, titled “Office Non-rated,” calls for a “Storeroom Lock” with catalog number 8205 LNL. Set 13.0, its rated twin, calls the identical 8205 LNL an “Office Lock,” and every other storeroom lock in the document is an 8204. Price by the label and price by the catalog number and you reach two different answers.
Cornell also does the single best thing in any of the three documents, and it deserves saying plainly. The article directly below that disclaimer reads “Note to specification writer; every hardware set that has electronic hardware shall be provided with a ‘Theory of Operation’,” and five sets carry one. Set 15.0’s block specifies exactly how the opening behaves on valid credential, on egress, and on loss of power or fire alarm. That is the information most specifications leave an estimator to guess at, and it is worth asking for by name on any project that doesn’t include it.
Michigan State publishes no hardware sets at all
There is nothing to extract, so the assembly work is entirely the bidder’s, and the document still holds you to sets it never defined.
Michigan State’s Section 087100, Rev. 9/9/25, runs 13 pages. Its only Part heading is PART 1 GENERAL. There is no Part 2 and no Part 3. Hardware appears in Article 1.8, Scheduled Door Hardware, organized A through M by component type across nine tables, with 61 usage to product rows. The hinge table’s first row reads “Classrooms, offices, toilet rooms and storerooms of average size,” followed by quantity, product description, and acceptable manufacturers.
That is a menu, not a schedule. You match usage to a row, pull the product, and repeat nine times per opening, because nothing is bundled, numbered or assigned to a door.
Then Article 1.3.A.2.a instructs the bidder to “Organize door hardware sets in same order as in the Door Hardware Schedule at the end of Part 3.” There is no Part 3. The document ends after Article 1.10.
That sentence has been in the standard since 2009. Michigan State reissued the section in September 2025 after sixteen years, and the revision reached the product tables extensively, refreshing manufacturers, moving the hinge line to Ives and adding touchless actuators and smart locks. The dangling cross reference survived untouched, and so did Article 1.9.A, which says hardware “shall have Dull Bronze or Dull Chromium finish as established by the U.S. Bureau of Standards and listed in the schedule below,” while the schedule below prints both a Dull Bronze and a Dull Chromium column for every item type and never says which governs.
On a residence hall with several hundred openings, authoring the sets is real design work done before the price and without a fee, and you are then held to the sets you authored.
A project specification does the opposite
Santa Fe assigns doors, states its quantity basis, and produces an entirely different class of problem: errors you can point at rather than gaps you have to fill.
The City of Santa Fe’s Section 087100 for Fire Station No. 2, issued as Addendum 02 in April 2020, carries 40 set headers and 233 line items. Six headers are captioned “(NOT IN USE),” leaving 34 live. Doors are assigned explicitly on 35 of the 40 headers, covering 75 unique door numbers plus one entry that reads “wt,” and the document states its quantity basis outright: “Quantities listed are for each pair of doors, or for each single door.”
That assignment is the document’s most useful feature and where its worst problems live. Four doors are assigned to two hardware sets at once. Door 116-1 sits under Set 26.0 and again under Set 26.1, and the two are not near duplicates: 26.0 carries three silencers while 26.1 carries gasketing and a brush sweep and no threshold. Nothing says which governs, so two estimators reading the same page carry different hardware on the same openings, and leveling cannot fix it.
Set 8.0 is captioned “(NOT IN USE)” and still carries a door list of nine numbers that appear nowhere else in the section. Read the caption literally and you carry nothing for nine openings. Read the list as authoritative and you carry 63 line items. Meanwhile 83 of the 233 lines carry no finish at all, and Sets 3.0 and 4.0 both call an HES 9600-LBSM electric strike while Part 2 contains no electric strike article at all. These are ordinary conditions, not scandals. The fake door schedule problem is the drawing side version of the same thing, and every experienced Division 8 estimator has priced around worse.
The owner drives the structure, not the specification writer
The Cornell standard and the Santa Fe specification carry the same specification group in their PDF file properties: ASSA ABLOY Door Security Solutions, in the Company field of each. That firm is not named in the visible text of either document, so treat this as a document property rather than a published credit.
It still says something useful. One of those documents assigns 75 doors to hardware sets and states its quantity basis outright. The other assigns no doors and names no product on a standard hinge line. Whatever produced that difference, it wasn’t the writer’s house style. It was what each owner asked for, which means there is no house assumption on your side that survives contact with a new institutional client either. The read has to be fresh on every job.
What healthcare adds on top
Healthcare adds volume and inheritance to a structural problem that was already there.
The hundred page schedule is real. In a r/estimators thread on Division 8 hardware entry, the most upvoted comment named that entry as the most time consuming part of the job, “especially once you get into large healthcare projects with 100+ page hardware schedules.” The same estimator named the reason it resists automation: “every consultant seems to write their schedules in slightly different formats, even when referencing the same products.” On that kind of package, extracting a hardware schedule from an 087100 spec stops being a convenience and becomes the difference between bidding the job and passing on it.
Healthcare also inherits its documents more aggressively than other sectors. Speaking in a podcast appearance about door specification, Marc Ameryckx of ASSA ABLOY named the failure directly: “There is a big risk if you just copy it from another hospital that you are going to be in trouble at the end.” A copied hospital spec brings the last project’s hardware sets, its access control assumptions, and occasionally its door numbers.
Healthcare also carries more electrified openings than most sectors, which is where the Division 8 and Division 28 boundary starts costing money. Robert Tellez of ASSA ABLOY described one area of a healthcare project reverting from integrated products to traditional access control: “I was shocked when the security consultant said, oh, this is a bummer because these openings are gonna cost several hundred dollars more now.” Read that knowing Tellez sells for a manufacturer. The direction of the number survives the interest.
How to read an institutional package before you price it
Five checks, in order, before any quantity goes into a bid.
- Establish which kind of document you have. Look for a Part 2 and a Part 3, and look for doors assigned to sets. Hardware sets with door assignments means a project specification and you are reconciling; component tables with no door numbers means an owner standard and you are authoring. The pricing posture and the hour count are different.
- Count the unpriceable lines before you start. Finishes left blank, hinges specified as “As Required,” power supplies with no amperage, readers carrying a phone number instead of a model. That count is the size of your assumption exposure, and it belongs in your qualifications in writing.
- Cross reference every door number against every set. Two conditions catch most of the damage: a door appearing in more than one set, and a door listed under a set marked not in use. Both appear in the Santa Fe specification.
- Find the electrified scope boundary and read it fresh. Michigan State bans electric strikes where card access is provided; Cornell allows them only with approval from the University Locksmith and CUPD, then requires a matched power controller and surge suppressor; Santa Fe names a model with no article behind it. No house assumption covers all three.
- Ask for a written theory of operation on every electrified opening. Cornell instructs its own specification writers to include one, and five of its sets describe how the opening behaves in each state including loss of power. Most specifications carry nothing equivalent.
When this doesn’t apply
If you are pricing a tenant improvement or a small commercial fit out from a project specification with assigned doors, most of this is overhead. The authoring problem only appears where an owner publishes a standard rather than a spec, and the reconciliation problem on a fifteen opening package is a short afternoon.
If you bid one institutional client repeatedly, the picture changes too. The second Cornell project is much easier than the first, because the assumptions are already built. This article is aimed at the first one, and at any shop treating a new campus standard as though it will behave like the last. And if the document you have genuinely is a hundred page healthcare hardware schedule with sets and door assignments intact, your problem is volume rather than structure.
